Upper Reservoir Rules and Regulations for Fishing

  • The Norton Upper Reservoir Is Stocked With Trout Seasonally and Those Fishing Must Have A City Reservoir License In Their Possession, A Virginia State License Or A County License. 
  • The License Cost $15 For A Non-Resident, $10.00 For A Resident and free for children 12 and under with a licensed adult. We also offer a 3 day license for $5.00
  • Residents Over 65 Or Older And Permanently Disabled American Veterans Are Free.
  • Licenses Can Be Purchased At City Hall, Colgard Sporting Goods, or Pathfinders LLC During Normal Working Hours.
  • Everyone Must Abide By The “Rules And Regulations For The Use Of The City Of Norton Reservoir.”
  • One rod per person
  • No gasoline motors
  • No littering
  • All fish catch and release except trout.
  • Creel Limit Is 5 Fish Per Day.

Lower Reservoir Rules and Regulations

  • Fishing in the Lower Reservoir is catch and release only.
  • No one is permitted to trespass on the Lower Reservoir Dam.
  • No one may fish within 50 feet of the Lower Reservoir Dam.
  • No boats or watercraft of any type are allowed on the Lower Reservoir.
  • You must have a license to fish in the Upper Reservoir in order to fish in the Lower Reservoir.
  • License fees are $35.00 for a non-resident and $25.00 for a resident.
