Reservoir Rules & Fishing Regulations
The Norton Upper Reservoir is stocked with trout seasonally.  Those fishing must have a City Reservoir License in their possession, a Virginia State License or a County License. The license cost $15 for a Non-Resident, $10.00 for a Resident and free for children 12 and under with a licensed adult. Residents over 65 or older and permanently Disabled American Veterans are free.  Licenses can be purchased at City Hall or Colgard Sporting Goods during normal working hours.

Everyone must abide by the “Rules And Regulations for the use of the City of Norton Reservoir”:
  • One rod per person
  • No gasoline motors
  • No littering
  • Must purchase an entry ticket to fish during the Big Benge contest
  • All fish catch and release except trout
  • Creel limit is 5 fish per day

Lower Reservoir Rules and Regulations 

  • Fishing in the Lower Reservoir is catch and release only
  • No one is permitted to trespass on the Lower Reservoir Dam
  • No one may fish within 50 feet of the Lower Reservoir Dam
  • No boats or watercraft of any type are allowed on the Lower Reservoir
  • You must have a license to fish in the Upper Reservoir in order to fish in the Lower Reservoir
  • License fees are $35.00 for a non-resident and $25.00 for a resident
  • Licenses can be purchased at City Hall and Colgard Sporting Goods
